High Chaparral: The tale of the villagers || by Indrani Kopal || For the past few months, the story of once little known Kampung Buah Pala on the island of Penang and its inhabitants have seem to be the only talk of the island. Also popularly known as 'Tamil High Chaparral' to Penangites due to its traditional population of cowherds, this old settlement is located at the heart of the rapidly developing eastern part of Georgetown. The plight of the Kampung Buah Pala villagers hit the headlines recently after they received a court order to vacate their old village of which three generations have lived to make way for a modern condominium. Local historians claim the village had existed for more than 150 years. It was part of a large coconut plantation owned by the family of a Margaret Brown. On 24 July 2009, all the villagers met the Chief Minister for the second time. They come up with a 2-step approach to allow the Kampung Buah Pala to co-exists with the development. If the developer Nusmetro Sdn Bhd and the landowner are not taking a win-win situation, the CM will exercise his authority to instruct the MPPP to revoke the development order issued to Nusmetro.

Citizen journalists Jimmy Leow and Chan Lilian have gone to Kampung Buah Pala or High Chaparral several times. Here is a video of the folks from Kampung Buah Pala. The village has been involved in a drama involving suspected landscams by the previous Barisan Nasional state government, broken pre-election promises by the Pakatan Rakyat politicians and recently Hindraf challenged CM Lim Guan Eng to change the fate of this village with a stroke of his pen. Meanwhile, Darshan Singh, a lawyer described the whole thing as 'Bullshits'. Though the two citizen journalists do not understand what some of the villagers said in Tamil, they feel they should share the faces of the folks of Kampung Buah Pala. These people are having sleepless nights and the younger generation are guarding the village by setting up a sentry to prevent the developer from demolishing their houses.

Saturday, 8th August 2009 CM Lim Guan Eng was at the launching of One Million Apologies to Mother Earth at Gurney Drive which is an environmental effort. CJ Chan Lilian asked the CM where the villagers of Kampung Buah Pala go from here because they had not signed the acceptance of the ex-gratia compensation offered by Nusmetro, the developer. She also questioned about the claims by certain quarters that this issue has ethnicity relations. CM Lim Guan Eng said, It is not about race.

On Feb 12, 2010, fifteen TOL holders of the former Kampung Buah Pala finally signed their resettlement agreement. There are 24 units of double-storey houses to be build on the piece of land. Nine of the units belong to Malay families who have moved out of the kampung a couple of years ago. That means, there are still nine Indian TOL holders who will not get their compensation of a double-storey house. After the signing of the resettlement agreement witnessed by CM Lim Guan Eng, he left the meeting room and the event was about to be concluded. Finally, the Chief Minister of Penang met with Kampung Buah Pala Residents Association Chairman, M. Sugumaran. M. Sugumaran went to meet the Chief Minister at the Dewan Sri Pinang around 1 pm on 13 July, 2009. Sugumaran said they are sorry and the Chief Minister graciously accepted it. A heart-to-heart talk with the CM has been arranged for the rest of the 23 house owners of Kampung Buah Pala in another two days. Citizen Journalists Chan Lilian and Jimmy Leow together with their trainer, Maran Perianen are glad to see some positive signs to this village eviction issue.

By now, almost everyone knows Kampung Buah Pala. Most media report on this eviction issue faced by the 23 families at this village. Today, the adun of the area, Seri Delima dropped another revelation. He showed to members of the press an old video of a function attended by the UMNO ex-DCM Abdul Rashid where he was accused of 'sold out the villagers'. If that is not dramatic enough, two of the villagers from Kampung Buah Pala alleged and made two police reports that they are being intimidated not to meet the Chief Minister.
